As far as Fengxian District is concerned, it is mainly to develop Beauty & Health Industry; Shanghai Hangzhou Bay Development Park, as an important part of Shanghai Chemical Industry Park, has acted as the main hub of Shanghai's new materials industry in the future.

In recent years, profound changes are taking place in the layout of Shanghai chemical industry. Areas such as Waigaoqiao and Wujing have gradually withdrawn from the development of the chemical industry, and the petrochemical and chemical raw material industries have formed clusters in Shanghai Chemical Industry Park. At present, Shanghai Chemical Industry Park has accounted for 1/3 of the city's total chemical output value of 400 billion, and will be further increased to about 1/2 in the future.

In addition, Zhangjiang and Caohejing area biomedicine, fine chemical, new materials enterprises in the development and growth, the urgent need for industrialization base to achieve mass production of new products.

The coastal part of Fengxian District, due to the advantages of connecting Jiangsu and Zhejiang provinces and Yangshan Free Port, supplemented by energy, highways, railways and other backbone lines, has gradually developed into an important industrial corridor in Shanghai. Close to Hangzhou Bay, the development of fine chemical industry, biomedicine, new materials industry has laid a solid economic and geographical foundation.

Advanced petrochemical materials. Adhere to the focus on safety, environmental protection and intensive development, to upgrade and adjust traditional chemical industry, accelerate the cultivation of new chemical materials and basic raw materials, and consolidate the development of high-performance polyolefins, high-end engineering plastics, special synthetic rubber and other advanced polymer materials; The overall self-sufficiency rate should be increased. By accelerating the green technology and product development of fine chemicals, it should be focus on the breaking through of the special functional chemicals, such as: high-end surfactants and various chemical agents in the microelectronics industry. By 2020, it is expected to achieve an output value of 130 billion yuan.

Innovation resources

6 universities have built up collages related to new materials and have been cultivating students major in it. There are 6 professional research institutes and 28 labs, R&D centers, technology platforms in Shanghai.

Industry Cluster
There are many new materials industry 547 enterprises in Shanghai.
From the perspective of enterprise segmentation, Shanghai's advanced polymer materials are distributed in 320 companies, accounting for about 60% of the total number of enterprises. Followed by high-end metal structural materials, the number of companies is 58. It should be noticed that there are 9 companies in the frontier new materials. From the perspective of industrial output value, the total output value of advanced polymer materials industry has reached nearly 140 billion yuan, and the total output value of high-end metal structural materials is nearly 56 billion yuan.
From the perspective of spatial pattern, Shanghai has created a “3+X” pattern. “3” refers to Shanghai Chemical Industry Park, Baoshan District and Jinshan District. Currently, there are more than 140 new materials companies in these three regions. “X” refers to Songjiang District, Jiading District, Fengxian District, Pudong New District and Qingpu District. From the perspective of product applications, it is mainly in the fields of integrated circuits, new energy vehicles, aerospace, biomedical, energy saving, environmental protection, and high-end equipment.

Since the "13th Five-Year Plan", Shanghai's new materials industry has maintained steady development. As of the end of June 2018, the total output value of new materials in the city reached 128.561 billion yuan, accounting for 25.4% of the total output value of Shanghai's industrial strategic emerging industries.

Under the series of support policies of the state and Shanghai, Shanghai's new materials industry is moving towards large-scale and intensive development. Next, Shanghai will continue to support the new materials industry from four aspects.

Specifically, the first is to focus on the three categories of “frontier materials, key materials, and basic materials”, the emphasis of each category is different; the second is to support the construction of four major technology platforms, they are: innovation center in manufacturing, R&D transformation function platform, and new material testing evaluation platform and new material production and application demonstration platform to strengthen the ability to transform new materials; the third is to build two service platforms, namely, the industrial chain docking platform and the new material exhibition platform, to strengthen the industrial docking service; The fourth is to make full use of the first batch of new materials, industrial bases, major project services, talent bases, new materials industry fund and other policies and measures to optimize the industrial development environment.

Hangzhou Bay Development Park, relying on the agglomeration effect and scale effect of Shanghai chemical industry, has developed a specialized park characterized by fine chemical industry, biomedicine and new chemical materials. In particular, it is believed that the entry of high-quality foreign investment projects represented by Enthone, Gateway Pharmaceutical Industry, Daikin and so on has greatly improved the quality of the development zone.
